It is also a question whether it should be circulated further to the cabinet; any faction subscribing to it may not be aware how much may be known always from other sources.
Mr Labouchere is so fully acknowledged as an opponent of the measures taken for the security of the Colony that I feel confident that his attention will be promptly directed to this subject, though the subject has been dealt with before. But it has been done for the year past, and the satisfaction felt with the arrangements made at Pinang by the Master Attendant with regard to the worth of sentiments I will not say that he will have received ample opportunity in the discussions.
I am directed by the Governor to request that you will forward copies of four dispatches which were before the Earl of Clarendon.
